In a fairly wide range of frequency bands, a two-terminal network consisting of resistor elements is a constant with zero phase shift, constant attenuation and characteristic impedance independent of frequency. For the input terminal of the repeater, the input signal strength of the control repeater is within the normal range so as to avoid excessive input, resulting in congestion at the front of the repeater.
